Colorado was among the first states to legalize adult-use cannabis (voter-approved 2012), with licensed retail open since January 2014 and a medical program dating to 2000. Adults 21+ can possess up to 2 ounces (raised from the original 1 ounce) and grow up to six plants per person, with no more than three flowering and a twelve-plant household cap. The retail market is mature and widely available statewide.
